H.E. Ambassador Noemí Espinoza of Honduras Elected Secretary General of the Association of Caribbean States
H.E. Ambassador Noemí Espinoza of Honduras will officially assume office as the 8th Secretary General. on January 1, 2025, succeeding H.E. Rodolfo Sabonge, whose leadership has strengthened the ACS's mission to promote regional cooperation and development across the Greater Caribbean.
Ambassador Espinoza was elected during the 15th Extraordinary Meeting of the ACS Ministerial Council, which was held on November 7, 2024. She, as the first Honduran to hold this significant position, Ambassador Espinoza brings an impressive diplomatic trajectory to her new role, having dedicated her career to fostering regional and global cooperation. Her extensive experience includes significant contributions to advancing Honduras' engagement within Latin America and the Caribbean.
As an ambassador and as an advisor to the United Nations she has been a stellar player in intergovernmental negotiations as, among other notable achievements in her distinguished diplomatic career.
Ambassador Espinoza will, as Chief Administrative Officer of the ACS, take on the distinguished task of building on the achievements of her predecessors, namely guiding the ACS in the development of its first Strategic Plan as mandated by the 9th Summit of ACS Heads of State and/or Government held in 2023 in Antigua, Guatemala and planning the 30th Ordinary Meeting of the Ministerial Council and 10th ACS Summit due to be hosted by current Chair, Colombia, in May 2025.
The ACS looks forward to welcoming H.E. Ambassador Noemí Espinoza to its headquarters in Port of Spain, Trinidad and Tobago, in January 2025.
The Association of Caribbean States is the organization for consultation, cooperation and concerted action in trade, transport, sustainable tourism and natural disasters in the Greater Caribbean.
