Mission Context:
Martinique is exposed to numerous major risks. The Territorial Collectivity of Martinique (CTM) is among the key stakeholders involved in the prevention and management of these risks. One of its goals is to develop a territorial resilience strategy. This strategy encompasses various components, including preparing the CTM for a major risk, aligning various crisis management and planning tools, and enhancing risk awareness at different scales. The purpose of the mission is to contribute to the implementation of these strategic components.
Main Activities to be Carried Out by the Volunteer:
• Updating the crisis management plan of the Collectivity within the framework of the new organization and developing components for various major risks.
• Centralizing planning documents that are directly or indirectly related to major risks and territorial resilience.
• Contributing to the definition and implementation of a strategic component for risk awareness.
Desired Professional Experience: Knowledge and experience in risk prevention and management, experience with territorial planning tools, and knowledge or experience in project management.
Skills/Knowledge:
• Good knowledge of Martinique and the Caribbean region
• Understanding of major risks and territorial planning tools.
Abilities: Strong writing and summarizing skills, good interpersonal skills, ability to lead meetings and workgroups, cross-functional collaboration, drafting administrative documents (memos) and communication materials, project management, proficiency with IT tools and social media.
Personal Qualities: Diligent, autonomous, team-oriented, pedagogical, proactive, and motivated.
Languages Required and Proficiency:
• French (reading, understanding, writing) – Fluent (B2)
• English (reading, understanding, writing) – B2 level
VSI Contract Conditions:
• International Solidarity Volunteer status (law of 2005)
• Installation and resettlement allowances upon return
• Monthly subsistence allowance: not considered a salary but ensures decent living conditions during the mission
• Basic social coverage (health, maternity, disability, work accident, old age), mutual insurance, repatriation insurance, provident fund, and civil liability
• Housing allowance
• Travel expenses for one round trip between the place of residence and the assignment location
